Cost Engineer

We are seeking an experienced Cost Engineer to join our team for a pharmaceutical manufacturing facility build project. The ideal candidate will have a deep understanding of cost management practices and experience in complex construction and manufacturing environments. You will be responsible for developing cost estimates, tracking budgets, and providing financial analysis to ensure that the project is completed within the defined financial constraints.

Key Responsibilities

  • Cost Estimating and Forecasting:
    Develop and maintain detailed cost estimates for all phases of the project, including design, procurement, construction, and commissioning. Provide forecasts based on current progress, procurement timelines, and anticipated future expenditures.
  • Budget Management:
    Collaborate with project managers, procurement teams, and other stakeholders to develop the project budget. Continuously monitor and track project spending to ensure adherence to financial goals and identify potential cost-saving opportunities.
  • Cost Control:
    Implement effective cost control measures to manage project finances, including tracking purchase orders, invoices, and contracts. Identify cost variances and recommend corrective actions when needed to keep the project on budget.
  • Financial Reporting:
    Prepare regular cost reports for internal stakeholders and management. Communicate financial status, budget variances, and forecasting information clearly and accurately.
  • Risk Management:
    Identify and analyze potential financial risks and implement appropriate mitigation strategies. Participate in risk assessments and develop contingency plans for cost overruns or project delays.
  • Procurement Support:
    Work closely with procurement teams to ensure that all project materials and services are acquired at the best possible cost without sacrificing quality. Provide cost analysis and support during contract negotiations.
  • Change Order Management:
    Review and assess change orders for cost impacts. Ensure that all change orders are properly documented, approved, and reflected in project budgets and forecasts.
  • Documentation and Compliance:
    Maintain detailed records of cost estimates, budgets, change orders, and financial reports. Ensure all documentation complies with company policies, project requirements, and relevant industry standards.
  • Continuous Improvement:
    Identify opportunities for cost efficiencies and process improvements throughout the project. Implement best practices in cost management and financial control, staying updated on industry trends and emerging technologies.

Requirements

Qualifications

  • Bachelor’s degree in Engineering, Construction Management, Finance, or a related field. Relevant certifications (e.g., Certified Cost Professional, AACE International) are a plus.
  • Minimum of 10 years of experience in cost engineering or project controls in a pharmaceutical, construction, or manufacturing environment. Experience with large-scale facility build projects is preferred.
  • Strong proficiency in cost estimating software and financial analysis tools (e.g., Primavera, SAP, MS Excel). Knowledge of construction cost management principles, including earned value management (EVM).
  • Familiarity with pharmaceutical manufacturing processes and regulatory requirements (e.g., FDA, GMP) is preferred. Experience working in a regulated environment is a plus.
  • Strong analytical and problem-solving skills, with keen attention to detail. Excellent communication and presentation skills, with the ability to work collaboratively in a team-oriented environment. Highly organized and capable of managing multiple tasks and deadlines.

Preferred Qualifications

  • Experience in pharmaceutical manufacturing or large-scale industrial construction projects.
  • Familiarity with contract management and procurement processes.
  • Experience in risk management, change order control, and cost forecasting techniques.
  • Knowledge of financial regulations and tax implications related to large construction projects.
